On May 30, a meeting of the Rectors’ Union of Saratov Region was held at SSU. It was attended by the regional deputy prime-minister, Minister of Education of the region Mikhail Orlov, Minister of Youth Policy and Sports of the region Oleg Dubovenko, and the rectors of Saratov universities.
The meeting was opened by Chair of the Union, SSU Rector Aleksei Chumachenko. He welcomed the participants of the meeting and outlined the agenda.
The first issue was the discussion of the mechanism of targeted admission in the 2023/2024 academic year. The regional minister Mikhail Orlov spoke about the content of the draft law on improving targeted admission and targeted training, which was initiated by Chair of the State Duma Vyacheslav Volodin. The bill clearly regulates the issuance of targeted directions to school graduates. An order of the Ministry of Education of the region has been prepared on its basis.
According to Mikhail Orlov, first of all, students of specialized classes – pedagogical, chemical, engineering, agricultural, medical, Rosatom – should have targeted places. The key goal in this process is the further employment of graduates of the relevant profile. We are talking only about budgetary institutions classified by blocks, including: medicine, education, public service institutions and private enterprises with state capital.
As Deputy Minister of Education of Saratov Region Lyudmila Grigoryeva noted, the entire regulatory framework has been developed for today. The process of issuing target directions is regulated by an interdepartmental commission and the relevant department that analyses the documentation and aptitude of candidates. Minister of Youth Policy and Sports of the region Oleg Dubovenko spoke about the implementation of the Ready for Labour and Defence All-Russian Sports Complex in universities of the Saratov region. According to the regional department, the Saratov Region ranks 29th in the ranking among 85 regions implementing the RLD ARSC and 1st place in Volga Federal District in terms of the share of citizens fulfilling the standards of the RLD complex. To date, 46 testing centres have been created in the Saratov region, and more than 131 thousand residents take part in TRP competitions, including 1,254 students.
As one of the directions for the development of the RLD ARSC complex among students of universities of the region, it is planned to develop measures to encourage participants of RLD competitions, organize free attendance of games of professional teams of the region, open testing centres on the basis of universities in the region. The speaker also focused on the results of mass competitions held in the region in order to popularize the RLD ARSC.
The next item in the program of the meeting was the awarding of winners and prize-winners of the regional stage of the festival of the TRP complex among students of universities in the region. The first place was taken by the team of SSTU, the second place was taken by SSU, the third place was taken by the Povolzhsky Institute of Management named after P.A. Stolypin. The rectors received well-deserved diplomas.
Irina Kuznetsova, the head of the Laboratory of Sociological Research and the Study of Public Opinion, spoke about the civic activity of young people and the possibility of the emergence of destructive phenomena in the student environment. Studies of civic engagement among students were provided by the speaker for November 2022. As part of the study of public opinion, reactions to difficult situations in society, the presence of students in the student environment involved in destructive groups, as well as mechanisms for involving young people in the activities of destructive associations were also considered.
According to SSU Rector Aleksei Chumachenko, all these phenomena require coordinated, joint work aimed at creating a platform for the exchange of experience, consolidating the efforts of teachers and tutors in order to have a constructive influence on the teenager and, as a result, increasing the level of confidence of young people in the educational institution.
