On December 20, in the Russia – My History historical park, a solemn graduation ceremony was held for graduates of the fifth cohort of the Young Managers School. The ceremony was attended by Governor of Saratov region Roman Busargin, representatives of the executive authorities of the region, the Public Chamber, educational organisations participating in the project, graduates and students of the school. SSU was represented by Rector Aleksei Chumachenko and Director of the Institute of Continuing Professional Education Yurii Golub.
In his welcoming speech, the Governor congratulated the graduates on the successful completion of their studies at the School of Young Managers. ‘We met in June when you passed the competitive selection, I have no doubt that these six months were very busy for you. When I got acquainted with your projects, I noted that they meet the tasks for 2023 set by the President of the Russian Federation, including: the development of vital infrastructure, technological sovereignty, family support. Your ideas reflect all this and are focused on the needs of the country and the region.’
In November, the students presented their graduation projects prepared throughout their studies at school. In total, 20 projects were presented, each of which, according to the head of the region, turned out to be interesting, informative, and worthy of high praise.
As part of the graduation ceremony, the most interesting projects were presented, including two prepared by students who studied at Saratov University.
The first one is a concept for the improvement of the Volga Fairy-Tale city beach in the 7th microdistrict of Balakovo, Saratov Region. Among the main objectives of the project are the organization of safe recreation for residents, the creation of comfortable conditions for leisure activities for children and adults on the beach, the placement of shopping facilities and equipment rental points, sports and cultural events.
‘Creating comfortable working and recreation conditions is the most important task of municipalities. An important role in the improvement of the city is played by the integrated development of the coastline, the creation of a space for recreation of local residents and tourists, the development of social activity related to urbanism and environmental issues,’ the authors of the project noted.
The idea of modernising the recreation area was supported by Governor Roman Busargin, the Minister for Territorial Entities of the region Sergei Zyuzin, and Head of Balakovo District Sergei Grachyov.
‘We discussed this topic long before the project appeared, when residents of the 7th microdistrict contacted us. Therefore, I propose that we work together to bring it to life. For their part, they can say that the region is ready to provide support in the amount of 50% of the total financing of the project,’ Roman Busargin assured.
The second project of the students of the university segment of the school is aimed at creating a new theatre based on the principle of off-stage environment – The Theatre Outside the Walls. Its task is the creative self-fulfilment of the youth of the region, who do not have a professional acting education, and attracting everyone to co-creative activity. According to the members of the commission, this project has become the most original – thanks to it, the whole city can serve as a stage for a theatrical performance.
‘The Theatre Outside the Walls represents such an innovative theatrical practice as an immersive theatre, where a stage is not needed, but any space can turn into a stage: a trolleybus, the Kumys Meadow, a city courtyard. This gives rise to a fundamentally new cultural complicity, the viewer himself becomes a participant in everything that is happening. For actors, this is a new opportunity for creative self-fulfilment,’ the Minister of Culture Natalia Shchelkanova said.
SSU Rector Aleksei Chumachenko addressed the guests and participants of the ceremony. ‘It seems to me that by the end of the fifth year of the project's existence, we no longer have any reason to doubt the effectiveness of the school's work. This efficiency is due to three components: the reliable work of those responsible for organizing the project on the part of the government, the work of the university community and the interest of the students themselves, who know why they came to this school. In five years, we have trained 500 people – the very layer of young, creative, purposeful young guys who are not just ready to see problems, the most important thing is that they are ready to solve them.’
The final stage of the event was the presentation of diplomas on professional retraining in the direction of "State and municipal management", as well as certificates of participants of the project "School of Young Managers". The best graduates of SMU also received letters of recommendation from the Government of the Saratov Region to include them in the personnel reserves of regional executive authorities and local self-government bodies.
Recall that 100 people were enrolled in the Young Managers School of Saratov Region this year. The YMS project is being implemented by Saratov State University, the Stolypin Institute of Management, and Gagarin State Technical University.
At the Institute of Continuing Professional Education, SSU, we have taught at professional re-training courses – State and Municipal Management (the Psychological Technologies of Leadership and Management profile). Future managers passed such modules as the Psychological Technologies of Leadership and Management, the Development of Managers Competencies, the Development of Personal Competencies, and the State and Municipal Management.
